Warren's DRAFT Comprehensive Community Plan

The Town of Warren is updating and rewriting its Comprehensive Community Plan.  This document is the guide for all of the town's subsequent plans and policies and should be an expression of residents' vision for their town.  Below are Warren's current Comprehensive Plan by individual element, the proposed new sections and an area for your feedback. 



Comprehensive Planning Principles
(Rev. November 22, 2010)

The following principles guide the Comprehensive Planning process:

-   Maintain Warren’s small town character by guiding development opportunities toward already built areas of town, encouraging creative reuse of underutilized structures and continuously improving the existing infrastructure.

-   Improve the quality and safety of circulation by planning for an integrated transportation system, including automobile, pedestrian, bikers and boaters.

-   Communicate Town Government costs to project and plan for future service needs.

-   Pursue energy efficient and renewable energy resources to reduce costs for facilities and services and to support a cleaner environment.

-   Provide parks and recreational services that serve all age groups with high quality spaces and programming and encourage citizen involvement in maintaining these spaces.

-   Plan for safe, quality housing for all incomes, ages and abilities while promoting good design and other planning principles.

-   Maintain and protect Warren’s rivers and shores, open spaces, significant trees and landscapes and other natural resources.

-   Locate and plan for the preservation of cultural resources and historic assets.

-   Foster community outreach opportunities that allow citizen input at the front end of the planning process and build a system for informed dialogue that supports sound decision-making.
 



(FIRST) Draft Comprehensive Plan

Below are sections of the first draft of the Comprehensive Plan.  Each section is referred to as an "Element" as required by Rhode Island's Comprehensive Planning and Land Use Regulation Act of 1988.  Please note that this is the first FULL draft of the plan and that the plan will change substantially.




The full draft appears below without comments.  The Economic Development Section, however, was revised since the full draft was created--this section is also included below.
