Downtown Parking

On October 13, 2009, Town Council approved the first phase of actions toward a Downtown Parking Plan.  This first phase of activities are intended to achieve the goal of creating "clarity in the streetscape."  Working through the Economic Development Board (EDB), the Town will host a workshop to discuss the look of the Town's directional and gateway signage.  In addition, the EDB and the Department of Planning and Community Development will work with the state Department of Transportation, churches, businesses and  agencies to remove sign clutter on state roads ("sign clutter" refers to signs that are no longer legible or serve no purpose).

Jamiel's Park

The Town submitted a Closure Report for the former landfill at Jamiel's Park to the Coastal Resources Management Council (CRMC) in July 2009.  The Closure Report outlines the following phased activities:

Phase 1:  includes capping the southern portion of the site (where the baseball field is). 

Phase 2:  includes capping the central and eastern flat portion of the site outside the regulated soil area, including the low-bank area of Belcher's Cove.

Phase 3:  includes capping the northern portion of the site with materials excavated from Phase I and II.

The Town expects that the CRMC will complete its review in November or December.  Based on the CRMC's comments, the Town will develop a bid package for work on at least Phase 1 to be released in February.  Based on bid responses, the Town hopes that construction work will begin on Phase 1 in May.

Water Street Sewer Replacement, Stormwater Abatement and Traffic Calming

In order to address contamination present at Town Beach, the Town initiated a study of contaminating sources in the area.  The engineers analyzing the site concluded that the most likely source of contamination was the sewer pipe, with additional contaminants coming from stormwater runoff (rain water hits hard surfaces such as roads, sidewalks and roofs--mixes with pollutants--and then "runs off" into the beach without being filtered by vegetation).  The Town applied for and received special financing through the Clean Water Finance Agency's ARRA-stimulus funds for "green" infrastructure projects.  The project is now a combination of three activities:  replacing the sewer line, addressing stormwater problems in the area (both pollution and flooding issues) and traffic control between Burr's Hill Park and the Beach.

Bidding for this project has begun and by ARRA requirements must be under contract by February; however, the State Historic Commission notified the Town in mid-September that an archaeological survey of the Burr's Hill portion of the project must be completed because of the sensitivity of the site as an archaeological resource.  Updates will be posted here as activities commence.
