Background
Town Council created Warren's Affordable Housing Board by resolution. AHAB maintains five appointed members. Their function is to report on Warren's affordable housing status to the Town Council on a bi-annual basis and to provide an annual report on the implementation of Warren's Low and Moderate Income Housing Plan to the Rhode Island Housing Commission, Rhode Island's agency for housing planning, policy, standards and programs.
Key Duties of AHAB
As defined by Resolution, the AHAB performs the following duties for the town of Warren:
Monitors and insures that the affordable housing stock of the Town is maintained as set forth in approvals granted to low and moderate income housing developers through the Comprehensive Permit Process or other methods.
Prepares and submits the requiredannual report on implementation of the Warren Low and Moderate Income Housing Plan to the Rhode Island Housing Resources Commission, as required by RIGL 45-53-4.
Assists in the monitoring of the Warren Low and Moderate Income Housing Plan which will meet the needs of the State of Rhode Island, and future recommendations made by the Advisory Board will be integrated into the Comprehensive Plan as part of the Housing Element.
The Affordable Housing Advisory Board shall gather statistical information concerning affordable housing and need town-wide and regionally. Said information will be utilized by the Affordable Housing Advisory Board to recommend amendments to the Comprehensive Plan Housing Element during mandated updates, and report findings to Town Council as part of its bi-annual report.
The Affordable Housing Advisory Board shall conduct educational programs and produce educational materials for the public in regard to affordable housing issues.
The Affordable Housing Advisory Board shall research establishment of an Affordable Housing Land/Building Trust to assist the Town in meeting its affordable housing goals.
